Updated: Burnside Bridgehead Evaluation Committee Picks Beam

In an e-mail sent to interested parties, the Portland Development Commission announced that the Burnside Bridgehead Evaluation Committee has recommended that the PDC select Beam Development. Of the 4 major categories of evaluation Beam came out on top of three of them, with Opus leading in only "Developer Capacity". Opus was second in all other categories.

The recommendation for Beam was not without condition however. Five major conditions were put on the recommendation:

  • Beam must submit legally binding agreements from various partners
  • Beam must submit a full status report no later than Nov. 2005
  • Beam should reconsider the design for a greater sense of unity
  • Beam should seek a ground floor grocery tenant
  • Beam should pay special attention to pedestrian and bike crossings on MLK

Guess I'm just lucky. Here is the text of the e-mail for those interested:

Subject: Burnside Bridgehead Evaluation Committee Recommendation
Date: Wed, April 6, 2005 3:53 pm

The Portland Development Commission ("PDC") has solicited proposals for the development of a significant mixed-use gateway project. The project site, totaling 195,500 square feet and situated on five city blocks, is located at the base of the Burnside Bridgehead on the east side of the Willamette River in the Central Eastside Urban Renewal Area. Development proposals were received from Beam Development, Gerding/Edlen Development and Opus Northwest.

An Evaluation Committee was formed to assist in the evaluation of the received proposals. The Committee Recommendation will be forwarded to the PDC Commission and Executive Director. The Commission and Executive Director will then consider the Committee's Recommendation in determining which Development Team has the best overall proposal and qualifications to meet the desired project objectives.

Attached is the Recommendation and Report of the Evaluation Committee.

At the April 13, 2005 PDC Commission Meeting (5pm time certain for Burnside Bridgehead Agenda item) to be held at the OMSI Auditorium, members of the Evaluation Committee will be present and will provide a brief presentation on their recommendation. Public testimony will also be accepted at this meeting.

The PDC Board of Commissioners is expected to select a preferred developer at the PDC Commission Meeting on April 27th. This meeting begins at 3pm and will be at the PDC offices located at 222 NW Fifth Avenue.
